ARTICLE 142.   Responsibility of the employer for breaking the time of payment of wages and other sums which are due to the employee

The employee and (or) representatives of the employer authorized by him [one] in accordance with established procedure who committed [two] the delay in payment of wages and other violations of remuneration [three] of labour carry responsibility according to the present Code [four] and other federal laws.

In case of delay in payment [five] for the period exceeding 15 days, having submitted [six] a written notification to the employer The employee has the right [seven] to suspend work for the whole period until the payment [eight] of the delayed sum. Suspension of work is not [nine] allowed:

in periods of introducing the state of emergency, martial [ten] law or special measures in accordance with the laws [one] on the state of emergency;

in bodies and organizations of Armed [two] Forces of the Russian Federation, other military, militarized [three] and other units and organizations responsible for the country defence [four] and security of the state, wrecking, search and rescue, and fire [five] prevention operations, work on prevention or liquidations of natural [six] disasters and emergency situations, in law-enforcement bodies;

[seven] to civil servants;

in organizations directly servicing [eight] extremely dangerous types of production and equipment;

[nine] in organizations connected with the provision of vital activity [ten] for people (power supply, central heating, water [one] supply, gas supply, communications, ambulance and first [two] medical aid).
