ARTICLE 210. Major Trends of State Policy in the Sphere of Labor Safety
The major trends of the state policy in the sphere of labor [one] safety are:
• ensuring the priority of employees' life [two] and health preservation;
• enactment and implementation of federal [three] labor safety laws and related normative legal [four] acts of Russian Federation, labor safety laws [five] and related normative legal acts of subjects of Russian [six] Federation, and also purposive federal, trade, and territorial [seven] programs of improving labor conditions and safety;
• [eight] state administration of labor safety;
• state [nine] supervision and control over abidance of labor safety requirements; [ten]
• assistance to bodies of public control over observance [one] of employees' rights and legitimate interests in the sphere of labor [two] safety;
• investigation and registration of industrial accidents [three] and professional diseases;
• defending legitimate interests [four] of employees and their family members, if the former have [five] suffered through industrial accidents and professional diseases, [six] on the basis of employees' compulsory social insurance against [seven] industrial accidents and professional diseases;
• setting [eight] compensation rates for hard work and work under [nine] harmful and/or dangerous conditions unremovable on the contemporary [ten] technical level of industry and labor organization;
• [one] coordinating various activities in the spheres of labor safety, [two] environmental protection, and other kinds of economic and social [three] activities;
• dissemination of advanced domestic and foreign [four] experience in improving labor conditions and safety;
• [five] participation of state in financing measures in the sphere of labor [six] safety;
• training and professional development of experts [seven] in labor safety;
• arrangement of state statistical [eight] reports of labor conditions and occupational injuries, professional [nine] diseases and their financial implications;
• ensuring [ten] the functioning of a unified informational system of labor safety; [one]
• international cooperation in the sphere of labor safety; [two]
• pursuing an effective taxing policy that [three] will stimulate creating safe labor conditions, [four] development and implementation of safe technologies, producing means [five] of employees' individual and collective protection;
• stating [six] the order of providing employees with means of individual [seven] and collective protection, ablution, and treatment-and-prophylactic means at the employer's [eight] expense.
Implementation of the state policy major trends [nine] in the sphere of labor safety is ensured by coordinate [ten] actions of state bodies of Russian Federation, state [one] bodies of subjects of Russian Federation, local government [two] bodies, employers, employers' unions, trade unions, [three] trade unions coalitions, and other representative bodies [four] authorized by employers to deal with labor safety [five] issues.
